PLMS library `(libplms)`

The libplms library provides interfaces for client applications to communicate with PLMS. Applications can use the library to interface with multiple instances of PLMS.

The libplms.so library provides the API for applications to interact with plms. It allows connecting, starting and stopping components, registering for notifications, and controlling watchdog features.
