Return a little-endian 32-bit value in native format

Use the -l c option to qcc to link against this library. This library is usually included automatically.
The ENDIAN_LE32() macro returns the native version of the little-endian value num.
The native-endian value of num.
Convert a little-endian value to native-endian:
