This patch contains updates to qconn to make it compatible with IDE 4.0. This qconn is included in the IDE 4 install, and is posted to permit other SE and PE users who not using IDE 4 to build images that will be debugged under IDE 4. This version of qconn is not compatible with earlier versions of the IDE.
