You may not have permission to bind to the default port (69), to
check quickly you can change the port to 1069 (anything above 1000) and
if that works then it means that your user has no permissions to bind
to port 69. You can leave the port at 1069 if you wish, or you can use
the IDE as the root user.
Another option is to setuid root on the proxy binary that
launches the server. The binary located here (version dependent)
/opt/qnx641/host/linux/x86/usr/qde/eclipse/plugins/com.qnx.tools.ide.tftp_4.6.0/os/linux/proxy
