Solution

The problem is due to a hardware bug in the Poulsbo chipset: The EHCI host controller may hang if it is processing the schedule and system software accesses EHCI controller PCI configuration space registers.

A work around is to not use the pci utlity concurrently with the USB disks on hardware with the Poulsbo chipset.
