Solution

Server application sets _NTO_CHF_DISCONNECT but didn't handle the PULSE_CODE_DISCONNECT so it caused server scoid leak. If new processes continues to establish connections with this server finally it caused this server run out of ids.

Removing the flag _NTO_CHF_DISCONNECT or handling the pulse PULSE_CODE_DISCONNECT in server resolve the problem.
