Dual-display drawing artifacts and redraw problems on multi-CPU systems

We are aware of drawing problems on dual-display systems running procnto-smp. The problems can vary from seeing unwanted drawing artifacts to lack of redrawing after widgets are damaged. ref. 73210

The workaround is to run io-display and Photon bound to a particular CPU. This can be done when they are started using a command-line like:

on -C0 io-display -dvid=0x1002,did=0x5b60

or, while they are running as:

slay -i -C0 io-graphics
slay -C0 Photon
