INODE_DEV_FROM_USER doesn't exist in 6.4.1 any more. This is how our drivers specify a device number.

*unit = SET_NAME_NUMBER (*unit) | NUMBER_DEV_FROM_USER;

ttc (TTC_INIT_TTYNAME, &port->tty, *unit);
