Adjust the preview framerate

Synopsis:

typedef int(* set_framerate_func_t)(void *handle,
            uint32_t framerate_q16);

handle: The handle that's returned from calling the function open_external_camera_func_t.
framerate_q16: The framerate you want expressed in Q16 format.

Change the current framerate for a running preview.

CAMERA_EOK when the function successfully completes, otherwise another camera_error_t value that provides the reason that the call failed.
