Find the next tag in the hwinfo structure

Use the -l c option to qcc to link against this library. This library is usually included automatically.
This function is in libc.a, but not in libc.so (in order to save space). |
The hwi_next_tag() function finds the next tag after the given offset.
The offset of the tag, or HWI_NULL_OFF if there isn't another tag.
