Fixed issues

The io-pkt-v4, io-pkt-v4-hc, and io-pkt-v6-hc managers now use a timer pulse instead of attaching a handler to the timer interrupt. In general, attaching a handler to the timer interrupt isn't recommended for systems with realtime requirements, as this can extend the amount of time required to process a clock tick. (Ref# 101841)

Known issues

None.
